In his youth he was fervently against Perón; as an ordained priest he entered into direct conflict with the church because of the latter’s failure to act after the bombing of the Plaza de Mayo in 1955, where more than 500 civilians who were demonstrating for Perón were killed.

Later, given the Church’s lack of response towards the needy, he founded (together with other Latin American priests) the Movement of Third World Priests: a more modern and social branch of the church that preached the Word of God from a position of poverty, removed from ostentation and wealth, and going directly into the poorest neighbourhoods to work at first hand. He began to see Perón as a charismatic leader and a representative of the People, eventually giving him his utmost loyalty as the absolute leader from his position as Social Conscience.

Mugica became an important figure in the Social organisation of poorer neighbourhoods, as well as the organiser of what is now known as La Villa 31. Persecuted by the more conservative factions of the priesthood and the political Right, he continued his work — ignoring the threats and suggestions to move aside — to the benefit of the neediest in society, creating centres for the provision of basic necessities in those same barrios.

Unsupported by representatives of the upper classes, he was murdered as he left the chapel of Saint Francis Solano after saying mass. Gunned down by Almirón, a henchman for José Lopez Rega, one of the founders of right-wing society Triple A.

Today, the words and deeds of Mugica can be seen as having a vital urgency, and they stand alongside the words of Pope Francis. Today, Social Conscience is still a long-outstanding debt owed by all governments that base the way they operate on neoliberal capitalism.

“…I can look my needy brother in the eye and know I owe him nothing. I owe him nothing !” Carlos Mugica
